Everything the ops sweep would send — cleaners, owners, and escalation alerts across SMS, Telegram, WhatsApp and email.
Dry-run mode — nothing is actually sent
The dispatcher resolves every event against NOTIFY_DRY_RUN=true (fail-safe default). Wiring a real provider means configuring the NOTIFY_* / TWILIO_* / TELEGRAM_* keys in .env.example and implementing the channel adapter behind the same contract.
